Since updated to Safari TP 128, while having the SHOW SEPARATE BAR unchecked (behavior like 127) and opening a new tab, the tab does not appear or appears closed. I have to open a third tab to see the second one. See attached screenshots.

Updated to Safari Technology Preview 129 with MacOS BigSur. Then, when the new tab is opened, the problem that the tab bar (search & URL bar) was not displayed has been resolved.
Try Safari TP 129.
