Problem with enrollment and support forms are not working

I can't send a request to technical support using this form https://developer.apple.com/contact/topic/SC1101/subtopic/30006/solution/EML/details

When sending a message, an error notification appears in the console. I have tried this in different browsers.

But the main problem is that the funds for participation in the membership are not debited. It has already been 2 weeks since the application was submitted.

What to do?

Also feedback[at]apple[dot]com is bouncing back emails - user unknown apparently! Even though Apple Support told me to email that address!

I can't use the "Phone" option as we have to announce that our calls are recorded for all incoming calls by law and when Apple phones me back it says "we tried to reach you" and then emails me saying "we got your voicemail".

I just want to complete the enrolment but Apple is making it very much impossible right now.
