Software needs update for new phone -13 pro max

I got a new iPhone 13 pro max .

My XS max is backedup to iTunes on my Pc 3 days back .

so when I try get the backup from my iTunes for new phone on computer - I get the error of “software needs update for new phone “. i followed all the steps given by Apple support and updated to latest software . still it doesn’t work . Any inputs on this issue ?
