I created a new Apple ID and created a new apple developers account however when I try logging into App Store connect it gets stuck at review_agree.
on inspecting the console I found out that this was the error it was throwing ailed to load resource: the server responded with a status of 401 () https://appstoreconnect.apple.com/WebObjects/iTunesConnect.woa/ra/ui/log

Its same for me, review_agree is blank and I cant go anywhere else
same for me, i have paid and review_agree shows a loader loading forever
What solved this issue for me was using the browser from my phone.
Were you using an iphone? It did not work on my android phone. Neither did it work on Firefox or Chrome on my Windows laptop.
