If the app is tipping or its a donation and the company is taking lets say 12% of the donation and the rest is a passthrough, what does apple consider commissionable revenues? I would think the 12%. So 100.00 donation, app takes 12% what is Apples 30%?

I've never seen any specific condition for this. My understand it that if you bill 100 on the AppStore, Apple will take 30 or 15% (small business in North America). What you do with the money is not Apple's business.
