We will reject apps for any content or behavior that we believe is over the line. What line, you ask? Well, as a Supreme Court Justice once said, "I'll know it when I see it". And we think that you will also know it when you cross it.
App Review won't be able to answer your 'can I?' questions until they see it as they are the only ones that know what they will/won't approve/reject - no one here can provide more than an opinion on your insinuated example, much less promise if app review will get behind your interpretation and back your efforts, so you're left to take the plunge and hope for the best.
Review guidelines tend to be vague so that App Review can apply them case/by/case (rather than have their feet held to the fire w/boilerplate), and while no app in the store is any assurance yours will be allowed going forward, you may want to scan the store for examples of what is and isn't present, and try to make a starting judgment on that basis, at least as a rough guideline.
