Transferring organization's account hold while subscription has already expired

Need your help with some account situtaion in my organization.

The issue:

Account A has no developer membership Account B doesn't have developer membership as well.

Account A is the account-holder of an organization. he left the organization and now he wants to transfer the account-holder to B.

What is the best and cheapest way to transfer this account-holder?

(A says the the system asks him to renew the developer program in order to be able to transfer the account-holder. I wasn't sure if it's true, and if he renews and transferring it will B or the organization have to pay also)

So basically the underlaying question is if the membership belongs to the organization and will also be moved or it belongs to the user (and than memveraship need to be purchaesd for both A And B)

Hello Amit1, the Developer Program membership belongs to the legal entity, not the Account Holder (unless it is an individual account where they are one and the same). In the case of Account Holder transfer on an expired membership you will want to contact Apple Developer Program Support who will be able to assist you.
