My app is about Incident management through mobile phones all over the country is sent to respective municipalities. So when a user reports a problem, based on a user's location we indicate where the user's report will be submitted to. At that point, Apple says that even authorized documents won't work in this case and the application should have to publish under the municipality named app dev account. If I begin to do that I would end it up with more than 500+ dev account.
To avoid that I have come across a term called "container app" that might help my case by letting the user choose his municipality first when a user starts the app. Will this help to overcome my rejection? Please give an insight regarding this.
Please give me an idea if you guys come across these problems and how you mitigate the problem. It will be a huge help!
