Apple Phone Support does not actually ring my phone

Hello, I have been trying for over a month now to finish enrollment in the Developer program for Business.

I am at the phone verification step.

I am directed to this page https://developer.apple.com/contact/topic/select, select "Membership and Account", and then "Program Enrollment", as instructed to do.

I enter my phone number, receive an email "Thanks for contacting us.".

A few minutes later, I get an email "We're trying to call you, but there's no answer. If you still need help, you can call us back or choose another support option."

At no point does my phone actually ring.

After probably a dozen attempts at this, I tried email support.

Apple calls my phone at 5:30 in the morning.

Obviously I am asleep. I say as much, and try the dialer again. No luck. So I email back asking to call back later in the day.

Apple calls my phone at 6 am

Obviously, again I am asleep. However, this also shows the dialer program is struggling.

So, to rule out that my phone is the problem, I first set up a Burner app number. This time, it goes through, straight to voicemail.

At NO point, besides unholy hours in the morning, has my phone actually rang, at all.

Finally, I started getting up at 5:30 each morning in order to get the calls.

Now I am not receiving ANY calls from Apple support.

Yes I have been emailing in order to specify I do want the call, even if it is at 5:30 am.

I am so tired of this. I just want enrollment to finish. This situation is beyond absurd.

We are reviewing the enrollment and will have someone try to reach out to at the number that's provided in the enrollment.
