I have an app idea that identifies the value of your phone or other devices and transfers the value to your bank. Does anyone know if it is possible to make this app as it would end global poverty and debt? If so could you help me make it?

The question is not the app. It is easy to develop (whether it is trustworthy or not is another issue), but would bank accept to give money, with limited guarantee in front (unless you, as developer, assume the risk ?).
But in fact it already exists in another way, without need of an app ; it is called leasing.
