I cannot find any information in the documentation. Is it possible to add a "non-consumable" IAP for free to an application?
We have a two app situation, that one is pro and another is free. We would like to remove the pro version, but I'd like to transfer the status to the free application with a special IAP purchase and sharing information via keychain to give pro users the option to buy it for free.

You can create such an IAP if you have downlaodable content.
The best way to implement the change to one app is to convert the paid app to a free app with two new features:
1) an IAP that provides the enhanced features
2) the app asks the user if it should check the receipt to see the value for the original_application_version (be careful - it is the CFBundleVersion in iOS which is the "Build" number).
Alternatively you can update the pro app to write somethng to the users iCloud Account or keychain that can be read by the free app - then update the free app to show the enhanced features after an IAP or after the free app detects the keychain or iCloud record. The same thing can also be accomplished with a canOpenURL schema.
