Anyone else having an issue when you scroll down to view Notification's on the Today screen not being able to clear them out? I have this issue some of the time when the phone isn't locked or is locked.

I am also having same problem. I am not even able to scroll down notifications on Today's Screen when phone is locked & unlocked condition.
