I don't have any way of answering your question directly, however the Xcode Cloud team is regularly enabling additional developer teams.
(A reminder that while Xcode Cloud is in beta, access is initially limited and availability will expand over time.)
There’s no timeframe available for when your team may be enabled. Please continue to be patient while we to add more teams in the coming weeks and months.
