Can I get AppleConnect so I can use the Mac Pricing app if I'm a developer
Could you better explain your question ? What you try to get ? What you cannot get. To "get" AppleConnect, simply access https://appstoreconnect.apple.com
As featured in one of @Claude31's comments, AppleConnect is an AppleInternal application system, only authorized to employees of Apple, Inc. The Pricing.app application is only available to store demo devices (specifically those enrolled in the DCOTA or Digital Content Over The Air). Plus, why would you need the Pricing application? There's nothing you can do with it except view the pricing of the device.
