I was trying to upload an app I’m working on to TestFlight, which took me on a crazy rabbit chase. Along the way, I heard I needed to enroll for the Apple Developer Program. So I tried, but then found out I’m too young. But on the path of trying to figure out why it kept saying can’t enroll at this time, I heard something about having to pay a yearly fee. I thought it was free to be in the program. I just want to get my app on my iPad and iPhone using TestFlight.

As Testflight is one of the features associated with the Apple Developer Program, you will need to be part of the team in order to use it. When you are under the age of majority in your country, you can have your parents join the program with their information and use the benefit as you wouldn't be able to accept legal agreements on your own.
However, if you are looking to test apps on your devices, you can use Xcode, the timeframe and number of devices are limited but this will be free.
