Unable to renew developer program membership

We failed to renew our membership before it expired this year, and it appears that we are now unable to do so at all.

When I attempt to go to the agreement page I receive the following error message: "We are unable to process your request"..."An unknown error occurred"

I've attempted to reach support, but I receive the same error message. Does anyone know how I can resolve this?
