Cannot create App in iTunes Connect

Hello,

I've enrolled and created a developer account. "iTunes Connect" show up to the left at https://developer.apple.com/account/

I was forced to install iTunes and log in to get access to iTunes Connect.

But when I log in to iTunes Connect it just stands:

Get Started with iTunes Connect

Select the type of content you’d like to offer, or if you want to
manage an artist on Apple Music.

There is no + or "My Apps". How do I proceed?

Did the creation of that account include paying the USD$99 fee?

If so:

- Are you inside the US?

- How long since the paid account was made active?

- Did you create a new/unique Apple ID for use w/that paid account?

- Does a link for 'Certificates, Identities & Profiles' show up to the left in the Member Center?
