Can I select Cellular network as Preferred even though Wi-Fi is enabled?

We have App store Application and one of our partners wants Cellular as a preferred network over Wi-Fi. They do not want to turned-off Wi-Fi. Do Apple phone supports this? If not, is there a different way to achieve this?
