Is there a way to get a refund for in-app purchases?

The customer has been rejected twice by Apple for a refund request.

Process

  1. Customer purchases product A from app
  2. Unable to verify purchase through callback to service server
  3. Service Customer Center explains refund and repurchase to customer
  4. Customer requests refund from Apple
  5. Customers repurchase for service availability
  6. Confirmation of purchase completion via callback from the service server
  7. Refund refused for first purchase
  8. Refund re-request
  9. Refund refused again

The customer paid for two of the same products.

Apple doesn't give reasons for rejection.
