So the name on my team name, dev account name and dev forum name is my deadname and I obviously want it gone. I know that I cannot change them normally (which is ridiculous), but is changing any of them an option when migrating from a free dev account to a paid one?
So my questions are:
1- I do not have a paid dev account yet. When I get one, will I be able to change one of those names? (or add new ones)
2- Will any of those names that are currently set be publicly seen if I publish an app to the App Store?
3- If I have to create a new account, it is possible to use an account on XCode different from the one on my mac and to use an account on Swift Playgrounds different from the one on my iPad, right?
Not really willing to test it myself since if this is not possible I won't pay for this on this account, but will have to create another one.

Normally I don’t respond to questions like this because I work for Developer Technical Support. Our focus is on technical questions and we don’t have the skills or the access required to deal with account issues. If you want definitive answers about those, you’ll have to talk to Developer Program Support. Start at the main Developer > Contact Us and choose Membership and Account.
However, in this case I have both some technical info and an opinion (-: so here we go…
Given that you’re currently using a free account as a Personal Team, I think the easiest and best option is to abandon that and create a new one with your name. There’s not a lot to lose here:

Personal Teams can’t publish apps, so you don’t lose anything there.

I believe so. I’m less confident about this because I’m not able to do a full end-to-end test. However, Swift Playgrounds seems to be fully aware of this potential disparity. When you go to sign in, it defaults to using the device’s Apple ID but allows you to override that default.
What I think you should do is test it. Create your new Apple ID and try it in both Xcode and Swift Playgrounds. If that works, you can then talk to DevPrograms about upgrading it to a paid account. That way the Developer website knows nothing about your old account, and so can’t possible use its dead name.
