Apple Developer Agreement Problem

I’m thirteen years old (and it’s set as 13 on my Apple ID) and I want to join the Apple Developer Program. One day I checked the developer app and the “Enroll Now” button wasn’t grayed out anymore, I pressed it and it gave me the Apple Developer Agreement. I looked through it and it clearly states “You also certify that you are at least thirteen years of age and you represent that you are legally permitted to register as an Apple Developer.” even though everywhere else it says 18. I thought it was weird it let me press the “Enroll Now” button (it usually is grayed out). When I pressed “Agree” on the Apple Developer Agreement, it gave me an error saying “Sorry, you can't enroll at this time. Take advantage of free development resources at https://developer.apple.com/.%E2%80%9D This is either a typo in the Agreement or another mistake, can someone please confirm/help me out? You will need to be over the age of majority in the country you are located to join the Apple Developer Program. You can "register" as a developer when you are 13, but that would be associated with using assets and benefits with Xcode, not using the paid membership.
