I want to know why I developed applications always can't approved?I submitted twice, feedback the same problem：We need additional time to evaluate your submission and Apple Developer Program account. Your submission status will appear as "Rejected" in App Store Connect while we investigate. This explanation is not clear，I don't know the real cause of the problem.I confirm to customer service through my developer account no problem.I need to know the specific reasons not through the audit。

When did you submit ? What category of app is it ?

Just wait. Eventually, they will either accept the app or something else. For now, just wait.
