After update iPhone iOS to 16, when I start Xcode, it 'Failed to prepare device for development'. I have restarted both device (macOS Big Sur 11.7) several time still not working. Xcode version 13.2.1.

I think you have to use Xcode 14 to develop for iOS 16.
