Installed beta 2 and now everythime I try to access the phone, the phone app crashes, not allowing me to get to the phone dial pad. Rolled back to 8.4 and it worked, updated to Beta 2 and back to crashing.
Beta 1 worked just fine.
Any thoughts?

I'm in the process of trying a few things, but up this point no luck.
So, it's back to working and here is the crazy thing I did.
From another iPhone (I assume you can use any phone), I called my iPhone number on the Iphone with iOS 9 that was giving me trouble crashing and not letting me get to the dial pad. I left a voice message, since I couldn't answer the phone.
Once I received a message on the iPhone 6 in trouble that a voice mail was received, I hit the phone icon and BOOM, I could now get into the dial pad withot crashing. Crazy, but I guess it just need a wake or reset via a phone call / voice mail.
Just to make sure I state everything, at the same time I was tried this, I was restoring my iPhone from a backup, this after reinstalling iOS 9 Beta 2 and in addition, it was synhing to my Apple Watch. So I don't think the restore did it, but wanted to be clear about what I did.

For what it's worth, my Phone app crashes when I tap the Favorites tab.
this did not work for me. I was able to open the phone app and listen to the VM then it promptly crashed and continues to crash. I tried eaving the voicemail unread and that didn't help either.
Interestingly enough, my Phone app doesn't crash. It just won't stay in the foreground. I can seeing it running in the apps list. And, no crash log is created.
Make sure you're submitting bug reports for this type of thing. Just grumbling here doesn't help get it fixed.
So the voicemail fix worked it looks like it's the favorites tab causing the app to crash
Seems to be a 'feature' of beta 2. I can receive calls, and I can make calls from the address book or selecting a number from an e-mail or any other app. Hopefully, it will be fixed with beta 3.

This worked for me, thank you. It is indeed the favorites tab that causes the crash. You can get in to the phone app as long as you dont click the favorites tab.
Same with my iphone 6+, ios 9 beta 4 crashes my installed apps
