Enable to go past Identifying myself in Apple Developer Program Enrollment

I am having nightmarish time with enrollment. We were Apple Enterprise Developer Program last year with more than 100 employees to distribute our apple inspection app an Xamarin C# MVC app fine. Now we are less than 100 employees and our Enterprise program expired on us. We are try to enroll into Apple Developer Program for our organization and I am having terrible time to enroll. When I click on the enroll now link in developer app on my iphone, I provided my identity and past that it gives me link to contact apple support to help me with enrollment process. Guess what support is non-existent for this issue of mine. I have called apple support 10 times in one day and no luck, enrollment team asks me to go to technical support and technical support back to enrollment team. All the senior advisors on the call so far not able to help and asked me to put this out on this forum. I hope someone from Apple Developer community with this experience can help me.
