I'm having the same issue, after upvoting this post, one of the builds got sent to the test group :). This build was pushed yesterday so maybe there is a a huge delay on distributing to the groups. I pushed two more builds today which haven't been sent to test groups yet. From my understanding, the reason the group is greyed out is because this group is automatically added to the build so you can't do it manually, you have to wait for apple to add the group automatically. If you create a test group without automatic distribution, you should be able to manually add the group.
Same issue for me , i contacted apple support and sent them email with all information that they requested , i just checked the https://developer.apple.com/system-status/ it seams they are working on it
An error occurs when adding groups manually also.
You should fill in the Test Information
Writing a "Test" word in Test Information/Review Notes Filed will solve the problem and the build will appear magically!
The year is 2024 , month is August , and the issue still persists
Today is August 22 2024. Same problem (aside that those web pages are terrible).
There could be an excess of builds for that version. You might want to consider expiring some of the older ones.

Feb 2025. Same issue
March 2025, the issue appear suddenly, and the builds delays a lot to be processed.
March 6, 2025: The issue still exists. The testing group is not getting assigned.

Having the same issue. I'm unable to add my internal testing group, it is grayed out
Add a new internal group, and untick the "Enable automatic distribution" checkbox, I'm able to add this group to my new build.
Same issue for the first time today, we can add build to external tester and push it into review but impossible to add it for internal testers ...
I was able to resolve this error by Updating Test information and pushing different builds for both Testflight internal testing, and Appstore connect as if i'm going deploying the app live to the public.
You should be persistent when you experience this problem. This is bug on testlight when you have same build pushed at same time.
I am having the same issue. No internal testers can be assigned
Created a new internal testing group and un-checked the box " Enable Automatic Distribution" and it allowed me to add my internal testing group. New build version will not show up on testflight nor any invite has been sent out. So halfway solved.
Can confirm this is happening still - have tried the creating another group with un-checked the box " Enable Automatic Distribution" and that did not send a build to TestFlight - Have also tried the add "Test" under review notes which did not work either. Apple really needs to address this ASAP
Seeing this as well... March 18. 2025.. Probably just sit on it for now and see if it solves itself
