You asked the right person. OK, I just see this.
Per Search Ads help center, you can add up to 1000 ads groups in a single campaign, and 2500 keywords for each ad group.
However, according to our practice, you can added more than 2500 ads groups (We added 3302 ads groups in www.asmbee.com), and 1000 keywords for each ad group.
