Stuck in a dead loop during enrollment

I am trying to enroll apple developer program to build an app. However, I am stuck at the "verification process".

I have been waited for weeks and only received a voice message a few weeks ago. Every time I submitted an email message for help( which is the only way to reach out Apple), I have to wait for two business days. The replies were all the same, basically ask me to "contact us on our website". But when I follow their link, it can only take me to send any email..

How I can get out of this dead loop and proceed with my enrollment? Any help ? Thanks a lot!
