How do you test your app in Test Flight without also publishing to the App Store?

We want to test out bug fixes and changes in Test Flight, but it seems the only option is to publish to both Test Flight and the App Store together.

What is Test Flight for if the same build also goes to the App Store?

or What am I missing?

When you submit a build to AppStore, it gets soon available for TestFlight, before review.

Then you can select to publish manually and never command to publish.
