Help needed to find old iOS (9.3) and macOS (10.15.7) simulators for Xcode

Dear Community, I intend to develop apps for earlier iOS and OSX versions but I cannot download their simulators - what may I do? I intend to create apps for older iPads, MacBooks and AppleTV's (Pre TVOS era).

So I want to create apps for older Apple devices. Currently I cannot create apps for ios 9.3.5 (ipad 2) or MB Air ( 10.15.7). Which simulator should you normally use, older or newer than the last available update? Older as I've understood but what should you do when you cannot find simulators for these versions?

I reached out to Apple and their geniuses but couldn't get any simple answer. The initial question / contact with their support was regarding how and where can you download the old simulators for Xcode 14.2? As newer xcode's doesn't allow you to find them? Can someone forward me to a proper service assistant or expert/community member who can solve this issue for me?

Forum links found have confirmed my suspicion (that you need older simulators for older iOS and MacOS versions). Where in "developer" software downloads or forums shall I download the proper simulators for my mac devices that run older OS-operating systems (devices that cannot be updated to newer OS than they already run)?

And before anyone suggests to connect device (iPad) to computer and download simulator-drivers that way, can I already say that I tried it, but it didn't succeed. Xcode 14 couldn't connect to device. Xcode suggests either to upgrade iOS (which is not possible) or downgrade deployment target (meaning run app with older simulator that I cannot find or download anywhere - will not appear in list for downloadable simulators)
