as a disclaimer, I've already filed a support request to Apple Developer Support via email since this was the only available option, and am currently waiting for their response. However, I am curious if there are other people that made a similar experience.
I created a Developer Account yesterday. Therefore I downloaded the Developer App for Mac as prompted on the web. Afterward, I signed into a newly create AppleID, solely for the purpose of development. In the account settings of this AppleID in the Developer app (name in the bottom left) I then pressed the "Enroll Now", button. During the whole enrollment process, my newly created AppleID I wanted to use for development is shown. Until after the completion I never had to enter a payment method, I thought they might be taken from the AppleID used for the Mac (which it did) or might even prompt me after the verification is processed by Apple (which it also did). After the setup, it showed that I'll receive an email soon directly below the "Enroll Now" button of the newly created AppleID.
Today it shows a different text, namely
Enrollment through the Apple Developer app is not available for this Apple ID. Visit http:// developer.apple.com/programs/enroll.
If I follow this link, I can add a credit card and finish my payment. However, I also got a receipt and now have a subscription running on the Mac's Apple account, which was not used or shown at all during the enrollment.
I suspect this issue occurred because the Developer App did not find any payment methods for the AppleID, but why is there no error message shown since I expect that the enrollment will happen to the AppleID that is logged in to the specific App I am using? Furthermore, why did the status under the "Enroll Now" button change for the development account, if the subscription is created on the privately used account on os-level that I am not using with the Developer App - this status is also synced if I only visit my expected development account on a separate device, meaning there is some state changing for the expected AppleID.
As the B2C Apple support suggested, I also tried to refund the wrong subscription using reportaproblem.apple.com, but this is not available for Developer Program Subscriptions.
I know this is probably a rather specific edge case I experienced, but did someone have a similar issue? I am confident that Apple Developer Support can help us resolve this issue - hopefully in time to build our first review candidate for our client.
