Developer program enrollment totally broken

I just created an Apple ID so I could enroll in the developer program.

I can log in with no problem, but if I try to go to developer.apple.com/account or attempt to enroll, I just get a message:

We are unable to process your request. An unknown error occurred.

I've tried multiple browsers - same result on all

I also the Apple Developer app on MacOS. It dies with a slightly more informative message:

The operation couldn't be completed. Agreement text not found.

Any attempt to get to a support page with actual contact info for an Apple Human fails with the same message.

Is anyone else having the same problem?

Can someone give me a way to talk to someone from Apple support?
