Hello i will in the Apple Developer Program but i become the Error "Your enrollment in the Apple Developer Program could not be completed at this time." What is this? I will restart the Enroll but Apple Support says i can not this but why?

I am unable to enroll in the Apple Developer Program the error message is
We are unable to process your request. An unknown error occurred.
I have tried two different email addresses I have and the error happens all of the time.
I have tried both Edge and Safari, both have the same error.
