MacOS Monterey, 12.2.1, Macbook Air M1. Rosetta install fails with the error below:

I can see multiple installs in System Report:

I tried to reboot into recovery mode and manually delete all the Rosetta files, thinking there was a corruption, but it still showed the error above (following https://developer.apple.com/forums/thread/669486).
Docker Desktop doesn't show "Rosetta" in "use experimental features" but I haven't seen any other errors.
Any idea whether Rosetta is broken or not, and that's why I don't get the Rosetta option in Docket Desktop?
