Is it okay to use Paypal Payments instead of In-app purchase for the following business use case:
1) User 1 purchases credits using paypal. For instance, 100 credits purchased for $10.
2) User 1 donates 10 credits to User 2.
3) User 2 can cashout these 10 credts and gets $1 in their paypal account linked.
One thing is certain: You're forbidden to use StoreKit for that sort of transaction system.

Apps that use IAP to purchase credits or other currencies must consume those credits within the AppWhether it's allowed to do that sort of thing using PayPal has several component questions, including "Is that allowable under PayPal's terms of service?" and "Do you understand the account restrictions that PayPal imposes?" that you need to ask in a PayPal support forum.
