Your enrollment in the Apple Developer Program could not be completed at this time
I have had this same problem for a while. I have also triple checked every information and they are correct. Needless to say that support has not contacted me after sending support request for this.
I finally managed to enroll after sending an email to support. They asked me to send a photo of my ID and after that enrollment was successful.
