Significant location launch after phone restart without unlock not working.

I'm getting a report from QA that an App which normally launches from the background through significant location monitoring does not launch after the phone was restarted and the device was never unlocked. I have no idea how or where I would begin with a diagnosis of this. Anyone have any ideas?

This is how things work. Apps will not be launched prior to the first unlock after a restart. If they did, the apps would encounter a variety of problems as the file system would still be in a locked and encrypted state without the users entering their passcode first.
