If I “soft launch” my app in Canada now, will it still be listed in the “new category” in the US Appstore when I “hard launch” it later?
i dont want to miss the opportunity to be listed in "new category" when i release it in the US.

At best, that's a very fleeting moment. I wouldn't rely to heavily on it.
Anything that happens later may easily be old news at that point, and not be reflected, but it might depend on how deep that category is, which depends on which category that app is in, and since you didn't share that info...
