Apple developer program registration failed

I was unable to successfully register for an Apple developer account as it indicated that there may be an issue with your account that needs to be resolved before continuing with the registration process

I guess it's because I changed my device. I bought a Mac mini M4, which doesn't have a camera. So I borrowed my friend's phone to register, but when I made the final payment, I didn't continue. Instead, I switched back to my Apple computer to register, and as a result, it couldn't pass.

My software and game have been developed and cannot be registered, which has a significant impact on me. Is there any way to continue registering? Or have I lost the possibility of becoming an Apple developer forever?

I have contacted the technical advisor, but they said that the issue cannot be resolved as it is determined by the Apple system and cannot be changed. I just changed my device during registration, which deprived me of the opportunity to register for a developer account. This setting is very strange, and I hope Apple can improve it.
