We submitted our application for a review and got rejected with the followings.

Guideline 4.3(a) - Design - Spam
We noticed your app shares a similar binary, metadata, and/or concept as apps previously submitted by a terminated Apple Developer Program account.
Submitting similar or repackaged apps is a form of spam that creates clutter and makes it difficult for users to discover new apps.
Next Steps
Since we do not accept spam apps on the App Store, we encourage you to review your app concept and submit a unique app with distinct content and functionality.
Resources Some factors that contribute to a spam rejection may include:
- Submitting an app with the same source code or assets as other apps already submitted to the App Store
- Creating and submitting multiple similar apps using a repackaged app template
- Purchasing an app template with problematic code from a third party
- Submitting several similar apps across multiple accounts

We sent a reply in the apple store connect and made an appeal explaining each point to show that the above reasons that review team gave us are not true at all. The application was made in-house. We didn't buy any app template and reskinned/repacked into a new one. Moreover, we have only one and first account with apple.
We looked at the Guideline 4.3(a) and our application did not fall into any bullets in the guideline.
This review team of Apple was unprofessional and never reply back. They didn't even look at the metadata that we provide. The guideline and standards that apple team mentioned are what that they cannot even do it themselves. Apple review team should help their customers ban the real spam apps and help your company become more profitable. Can anyone here help?
Thank you for your post and appeal. We're investigating this currently. A representative from App Review will contact you to provide further assistance. If you continue to experience issues during review, please contact us.
