TestFlight has suddenly stopped distributing new builds to internal testers. I can't even manually add those groups the latest builds.

I am having the same problem. You go through the Encryption stuff and then just sits there (the App) as publishing. You cannot download the update in testFlight. Is that the problem you are having?
