I tried uploading a video of my app using screen recording in App Store Connect but 'the frame right is too high'..
What's the best way to resolve this?

What's your frame rate?
Have you tried reducing it?
37 fps.. how do reduce it?
Is this an iOS app? If so, perhaps your video settings are wrong in your iOS Settings app? If so, re-record it.
Or you can use something like ffmpeg or Handbrake to re-encode the existing file.
