Define 'multiple devices'.
More than one owned iPhone? iPhone, touch, iPad combos? Family sharing? Cross platform data sharing?
Ordinarily, users are allowed to use same app on multiple owned devices, but if you can explain why you're asking, specifically, perhaps someone can advise a particular scheme that fits you goal(s).
If you want to charge the same user multiple times - once for each device that they own - then you will need to sell a 'consumable IAP' product. Consumables can be sold 'per device'. A 'non-consumable IAP' product must be sold to the user for the user to use on any and all devices that they own - Apple policy. That also applies to autorenewable subscriptions and non-renewing subscriptions - the user can use it on any and all devices.
It may be possible to restrict the user's use to one device at a time. But not to the user's iPhone 5S on Monday without allowing them to also use it on their iPad on Monday night and their new iPhone 7 on Thursday.
