For an app in the app store, can you require a user to sign up for an account AND opt into receiving a newsletter before being able to access the app? Or will it be rejected?

If you can get away with a forced login, and assuming app review's privacy clauses are met, I think an opt-out newsletter is a side debate between you and your users, not Apple.

No one here can promise what app review will/won't accept/reject, and perhaps more germane to the question, there are no pre-reviews.
