High Sierra will not show up as a download in the appstore. In preferences it shows that I am able to receive Beta Software packages.

Did you download the latest config file ? It’s available in the Downloads section for Developers

A possible explanation may be because of the issues that a lot of people are having when they try to instal it, Apple may think a short delay is better than dealing with a lot of people who’s Mac’s aren’t working anymore.

The first version of The Developer Beta Access Utility posted yesterday was hosed and replaced about an hour after the Developer site came back online. If the version you have is in a disk image titled "macOS Sierra Developer Beta Access...," you've got the bad one. The working disk image is titled "macOS Developer Beta Access..." (no Sierra). Redownload the disk image and reinstall if you have the old one. Also, if you are using an internal Software Update Server you may need reconfigure the system to connect directly to Apple.

I have 4 computers. 2 of them are iMacs 2011 - same model. I am having the same issue on one of the two iMacs. I've run the profiler 3 times. It won't give access to download.
Yes I wiped out all existing profilers
Yes I emptied the trash
Yes I restarted (**** I even zapped the PRAM just for the **** of it)
Yes I re-ran it again
Yes I checked to make sure it did not have "Sierra" in the config name
