Using consumables for purchasing an indeterminate number of digital goods

Working with a client on an app and I'd like to get some clarification on the rules around IAP and consumables.


Their business model revolves around letting users purchase images, which unlocks the ability to download/share/whatever. However, there are literally millions of these images and that number could grow exponentially. It doesn't seem feasible for them to use non-consumable items here, since they'd essentially have to put someone on staff to manage it. Our thought was to use consumable IAP items and track the purchased state on our end. However, I'm not clear on if this is allowed by the IAP guidelines.


Does anyone have any insight here? Or alternatively, is there a good channel for me to get clarification directly from apple? I was going to file a TSI, but if there was a better place to get in touch with the app store people directly I'd rather do that.

You may have trouble getting a response from App Review of a prospective business plan. It has been reported that the only proceudre is to submit the app and hope it is accepted. There are 'clear' 'app store review guidelines' and your proposal seems, IMHO, to satisfy those guidelines. One might argue that the purchase should be 'restore able' to other devices owned by the user since it is 'sort of' a non-consumable item sold through a pathway that does not allow restore through 'restoreCompletedTransactions. So I would implement a 'restore' function through your website (or using the user's iCloud key-value file) and add a note to app review when you submit the app indicating why you chose a 'consumable' IAP and how it is restore-able even though it is a consumable.
