Just as a followup, I tried the following in xcode 8.3.3, using the 10.5" iPad Pro simlulator:
dl.preferredFramesPerSecond = 120
print(UIScreen().maximumFramesPerSecond)
And the result is still only 60. Is iOS 11 needed to support this?
EDIT - I just downloaded xcode 9.0 beta - and ran against 10.5 simulator again, but this time the result of maximumFramesPerSecond is 0.
You need to opt-in by adding this to your plist.
<key>CADisableMinimumFrameDuration</key> <true/>
