Do I need Family Control Entitlement for ReportExtension ?

I already waited 4 weeks to get family control entitlement for my bundle ID : com.company.my-cool-app

While trying to distribute the app, Its forcing me to have provisioning profile for com.company.my-cool-app.ReportExtension and when I create the provisioning profile it says : doesn't include the com.apple.developer.family-controls entitlement.

You must request a Family Controls entitlement for every app and app extension that requires it. Please request this entitlement for your extension.
