I got the QR code in the Sandbox https://icloud.developer.apple.com/businesschat/ as shown but I was anble to send and recieve anything? Did anyone else encounter any such issue?

I have the same problem and nothing seems to help. I have no idea what I can do.
I've reset the device, cleared my cache, used another phone, used a different apple id, nothing works.
Anyone else has any ideas ?
