My AppStore had been working perfectly fine on my 2015 iPad Pro 12.9” model. Then today, I opened it up to see that it was in Chinese. Everything, Tab Bar, app titles, even the cost of apps had changed from American dollars. Anyone else have this issue? It only started today, and my language is still set to American English.

That happened to me yesterday. Thought it was over, and just looked. Seems like parts of the app store have resolved back to standard english, but some are still showing mandarin characters (like when I hit my icon in the top right of the app store, all in mandarin). Every time I try and authenticate it just asks for my password again.
I am observing the same language change in the Podcasts app as well 😕
Hello,this happened to me , I had two ipads 1 on ios 11 and other on ios 10 on the same Appleid in two languages, Unfortunatly if you have credit or a subscription on the account 'in the wrong language " you cannot change the store country. But I did a DFU restore back to ios 10 and now im back in English. Really odd it happened so randomly. Havent put ios11 again yet.
I am having the same issue with iOS 11 Beta 2 on my iPhone 7. Tried everything but a full reset. No luck.
